Some Member earmark submission forms reference the Financial Disclosure form in an ambiguous way that may make it seem like it is a part of the packet you must submit to the Member’s office as a part of your Community Project application. It is important to remember that the Appropriations Committee Website and its posted instructions are directed to Member offices for how Members of Congress should make their submissions to the Appropriations Committee. The Financial Disclosure form is a letter from the Member of Congress saying that neither they nor their immediate family have a financial stake in the project or stand to gain monetarily.
